The safety and compliance of cute stuffed animal toys are governed by relevant regulations; for instance, Pennsylvania's *Stuffed Toy Manufacturing Act* comprehensively regulates stuffed toys sold or manufactured within the state. These regulations mandate that manufacturers or importers must register with the appropriate authorities and strictly prohibit the use of child labor, forced labor, or slave labor during the production process. The Act imposes rigorous requirements regarding the safety of stuffing materials-mandating that they be harmless-and establishes strict limits for hazardous substances such as lead and arsenic (e.g., lead content must not exceed 20 ppm). Product labeling must clearly indicate the type of material used (e.g., new materials or recycled materials) as well as the registration number.

 

Furthermore, all products must successfully pass stability and flammability tests conducted by laboratories approved by the Consumer Product Safety Commission (CPSC).
